Licensing hydroelectric projects in today's complex regulatory environment presents many risks and challenges for a project owner.
Relicensing of major projects can take a decade or more to complete at costs of up to $50-million on large complex projects. New environmental protection and enhancement measures require changes in project operation which often constrain plant operation flexibility, reduce energy generation, require substantial capital investment, and increase future operating costs.
Licensing of new small projects is also a risky undertaking due to the uncertain scope, duration, cost and outcome of the process.
